Napier Retirement Village is located in the historical village of Napier which lies beneath the Soetmuisberg mountain range, less than 2 hours drive from Cape Town. Situated on the top of a hill the ‘Ou Skool’ (“Old School”), as the complex is fondly referred to by Napier residents, is an impressive old building with wooden floors, high ceilings and a rich history. It has been converted and sympathetically restored to form the nucleus around which the Napier Retirement Village has been designed.

A Life Rights Scheme, Napier Retirement Village offers a choice of 34 Independent Living opportunities and 25 Assisted Living Units, with the option for Frail Care services.

The 34 Independent Living opportunities offer a choice of:

  • 27 One or two bedroom Cottages designed in the Cape vernacular architectural style within a landscaped garden setting. The cottages are constructed for the purchasers on conclusion of a Life Rights Agreement. As at May 2017, 18 of the 27 cottages have been sold and occupied. 4 Semi-detached cottages have been constructed and are ready for completion with finishes to be selected by purchasers in due course.
  • 7 Terraced Units, converted from the ‘Ou Skool’s’ woodwork building, comprising 2-bedroom and 1-bedroom units. Each terraced house has its own terrace with north-facing country views. Of these, 3 units have been sold to date.

A new wing has been added to the original ‘Ou Skool’s’ classroom block, which now encloses a courtyard garden around which 25 Assisted Living Units are positioned, 8 of which have been sold to date. These units provide:

  • Close proximity to the health care facility and nursing assistance.
  • Their own library, living and dining room.
  • A safe haven with sheltered courtyard living for those wanting a more manageable environment.

Napier Retirement Village life revolves around the Club House, which is a beautiful renovation and conversion of the Victorian ‘Ou Skool’ hall. Development Management

The experienced team at Percipient Property Solutions has undertaken each and every aspect of high level development management for Napier Retirement Village, since conceptualization and inception of this project. Since 2008, the team has closely managed the following aspects of the project, seeing to the successful construction and completion of the Assisted Living Unit precinct (25 completed Courtyard units), 7 Terrace units, Club House, Communal Facilities, Swimming Pool and 18 out of 27 Independent Cottages, to the value of approximately R47 million:

  • Identification of the ‘Ou Skool’ site and assessment of its potential for development, in order to optimize the opportunity for retirement living
  • Development feasibility and long-term planning for delivery of the end-product to the retirement market within the Overberg region
  • Obtaining Heritage, Sub-division and Planning Approval for the scheme, and resolving certain objections to the development of the project
  • Successfully arranging R10 million development finance for the construction of Phase 1 of the development comprising the Assisted Living precinct, Club House, Communal Facilities and Swimming Pool
  • Appointing a full Professional Team, including Heritage Consultants, Legal Advisors, Retirement Experts, Project Architects, Local Building Contractors and a Facilities Manager
  • Ensuring compliance of all Legal, Sales and Marketing documentation with the Retired Persons Act and the Consumer Protection Act
  • Investigating, originating and delivering a mix of retirement living opportunities appropriate to the market within the Overberg region
  • Managing the PR for the development through the correct market segment, together with constant input from the Professional Team
  • Managing the on-going pricing and sales strategy for the scheme and ensuring its effective rollout through the appointment and oversight of an experienced and dedicated sales team
  • Setting up and co-ordinating the establishment of the Management Association

Project Management

Hand-in-hand with its development management team, Percipient Property Solutions has successfully undertaken the detailed, day-to-day tasks of project management at Napier Retirement Village. The project management team has, among other things, performed the following tasks on this project:

  • Co-ordinating the detailed design for the project, incorporating renovations and additions to the existing ‘Ou Skool’ building, involving the disciplines of heritage planning, specialist retirement planning, town planning, architecture, and landscape architecture
  • Liaising with the Project Architect and Local Contractors on site to ensure the project remains on track and to iron out any issues that require attention
  • Drafting, managing and reviewing the project budget, ensuring that all capital expenditure remains within budget
  • Monitoring the project’s cash flow and signing off on all disbursements to Contractors and third parties
  • Dealing with planning issues, specifically related to specialist Heritage requirements and needs for retired persons as defined by the Retired Persons Act
  • Successfully ensuring that the quality of finishes on the Assisted Living and Independent Living products meets the high standard, as marketed to end-buyers, up to the point where the Title Deed is endorsed in favour of the purchaser as a Life Rights scheme purchase
  • Co-ordinating the design, construction and professional delivery of the stand-alone Cottages, with input from the professional team and building contractors
  • Co-ordinating the design, construction and professional delivery of the remaining development services, with input from the professional team and civil and electrical contractors
  • Ongoing oversight and management of the Management Association
